How to Create an Outlined Drawing in Photoshop

Image –> Adjustments –> Desaturate.
Filter –> Stylize –> Fine Edges
Image –> Adjustments –> Brightness/Contrast (Adjust the brightness and contrast to your liking)
Then go to Filter –> Sharpen –> Sharpen More.
